Canon doesn't say either way--it concentrates almost solely on the vampires and hunters, although the book at least hints that there are other things out there (werewolves are the one specific creature that are mentioned).
I'm just using Derek as an easy example for clarification sake; IE: if a player could come up with a reasonable explanation for the 'change', would it be allowed. (IN Derek's case: Dhampire would result from an infected man getting a woman pregnant before dying of the virus; the virus being transmitted via sperm to the infant, although in straight canon terms, that's impossible, since the canon indication is that the virus component is blood borne only and kills within a short amount of time--far sooner than a 9 month gestation period, so mom would die of the infection long before the fetus was viable.)
