Actually, considering Rise's abilities, it may be better if she's in charge of physically tracking the noncombatants. There aren't many of them, and they shouldn't stray far away from the Distribution Center once defenses are established, but noncombatants will also be forced to leave and reenter the battlefield. It could be up to Rise to track when they reenter and alert the defense group.
