It was originally in the processing area, above it (accessed by a mine cart track), but it's been sealed off to prevent the Third Party from escaping. Characters may be able to find small natural caverns leading to the surface (or bust their way out manually). If they do, some Security Forces will kindly find them, somehow detain them, and offer to send them back or keep them locked up (and knocked out) until the draft is over.
