As usual, drafts are large scale affairs where they use all their resources they can. A mission is low scale, so they won't be providing much. If the character has requested a vehicle or weapon for a previous draft and it didn't get wrecked, then MARS can requisition it. But otherwise, MARS doesn't tend to give them anything extra. Cheap bastards.
