The pokemon can get suits too. As for how much they would effect attacks? Probably... quite a bit. Considering that breathing fire into your own helmet will kinda kill you. So it will basically vary, depending on how their attacks work.

In the case of the Shifter, you could end up with the Shifter maintaining that form and then it's an argument over who's the real one or the Shifter may assume another role.
