Cloud Nine will temporarily be turned into a sort of inn, and Archie will be collecting bedrolls etc. for refugee use. The kitchens will be active, but as the food shortage goes on, it'll become more like a homeless shelter than an inn. Either way, it's a place for people to sleep if they have nowhere else to go.
Toward the end of the week, the club will be raided for food, resulting in violence and vandalism (some refugees think the Lucetians are holding back, apparently). This can be broken up by the Blue Rogues or another group.
The bakery will continue business almost as normal, except toward the end of the event, no sweets will be made. This is in order to save flour for bread. Yeast will probably run out before the end of the week, so after a few substitutes are tried, the staple is probably going to be flatbread and drop biscuits. Any seeds or nuts foraged from the woods would be useful here. Peeta grew up helping to run a bakery in a very poor district, so he'll manage to keep things running, at least.
Gregor will lend a hand where he can, quietly. If there's a town meeting, he'll be there. Managing domestic crises like this is part of his life back home, but people are likely to beat him to the punch for ideas (his would mostly involve the rationing of supplies and food, as well as putting people places such as empty rooms in occupied houses), so he'll mostly be a sort of mute helper. Also, the large stable will be built by then, and since there'll only be one or two horses in it by that point, the rest can be used for storage of rationed supplies.
