Actually happened in Leonhardt's canon! His men set a bunch of smoke canisters in a busy factory to cause an evacuation of the building and during that they kidnapped someone in the building and no one even knew about it until it was too late to pursue.

Something of a similar nature could well work here. Could even be combined with destroying the resort and use the distraction to get the innocents out before it is destroyed.
