The way I see it they have to infiltrate in two sections anyways - the resort itself and the con inside. The people who take the con (I'm imagining Shikamaru and Masaomi at this point) will likely deal with the FTSA, while the others deal with bureaucrat if they get a chance at him.

If they do, maybe she could sell the role of the others? Say they pose as Malnosso agents to escort him to safety. She could be another high roller there that's worked with them before and believes them. 8|a
