If the choice was between successfully directing the tornado away from the village and slowing down the tornado, I'd choose slowing down the wind speed because it's more of a compromise for characters who would want their property damaged than redirecting the tornado.

Mind you, I don't have characters who would be affected by the tornado even if it did hit the village on its current course; I just know there's other people who have mentioned wanting damage to buildings in the plaza.
