Hmm. Well, how about - I'm not sure how it works for other weather manipulating characters, but Ororo would sense the tornado coming before it hits them! So how about the weather wizards make an announcement over the journals? To warn everyone! And they do what they can to slow it down so everyone has time to prepare as much as they can?

And when it actually hits the village, they do what's within their power to prevent it from causing too much damage! Does that sound okay? :o
