I've been waffling on where to sign Ororo up myself! Depot 8 would be her initial choice as well, and though that will largely be because she would rather not take the risk of cutting off innocents' supply of food and clean water, she will also be extremely curious as to why the FTSA would go to such lengths in the first place. She'll want to know if there's any official word on what exactly Hoi and his men hope to achieve by effectively subjecting two entire enclosures (hundreds of people!!) to starvation. It'll be curious to her, especially since Hoi doesn't seem like the type to do things without motivation or reason, strategist that he's supposed to be.

Plus, she's very curious about these people who have broken away from the Malnosso's control (it's her first mission/first time to be exposed to these FTSA!) She may not like the FTSA's methods, but being that they were former residents of enclosures themselves and now aren't, she's going to wonder how they've done it, and if Hoi can help Luceti in that respect.
