Receiving a computer is fine, but one that powerful is not something the Malnosso would allow to be given out to the villagers. Law can receive a computer, but it won't be as souped up. At best you might get specs as what you'd find in a high end laptop in a big box store. Generally you'd receive something more basic than that, even. TL;DR his computer can be decent but it cannot be super powerful.
