Before getting sent out, characters are sent to a "waiting room" rather like the hotel that's currently taking up space at the park. During that wait, characters can request certain items to be delivered to them via shifting - anything from bottled water to fully functional vehicles. Coordination of such supplies has been done in the past, especially during the last draft. All of the draftees received a list of items from in the know villagers that they should probably ask for, the better to survive in the rain forest. Other characters took it a step further and ordered sufficient materials for the villagers themselves, and went door to door passing them out.

So something like that is very much possible, to make a long story short.
