Meanwhile in Luceti
Now we get down to the details of what will go down in the village. This is not entirely finalized stuff, because it is somewhat reactive to what's being plotted by characters. But we'll go through a run down of how things will probably go. This only concerns things in the village during the draft. So if you don't have any characters in the village for this, feel free to disregard.
So far the plan we've seen, thanks to the town meeting is to use decoys of Bil. John will be providing a Shift that will temporarily nullify barcode signals, while also making the decoys produce a Shift that will attract Shift Hunters. It will be up to the individual abilities of the people in Luceti to make these decoys look like Bil himself. Once that part of the plan is in motion...
June 19th - The draftees will all be gone by 9AM. Around then is when the rain will pick up. Steady rain in the evening. Nothing too exciting here.
June 20th - Thunderstorms rattle Luceti. The clouds are very clearly blocking in Luceti, so don't expect to see an inch of sunlight until this is all over.
June 21st - Torrential rain, heavy wind (between 34 knots (39 mph) and 64 knots (74 mph)), thunderstorms throughout the day. At 10PM, droids and Shift Hunters will begin to emerge from the mountains and forests. They will operate in parties of three - two droids and one Shift Hunter.

These droids just want Bil. Please cooperate!
The majority of these droids will be the original model, responsible for kidnapping. They are tough and quick machines, capable of calculating and reacting to the actions of their opponents. They possess no special abilities, save for greater than human strength and speed, as well as chemical agents to disable their victims. Although difficult to beat because of their superior combat skills, extremely powerful blows can damage them. A sufficiently powerful electrical charge can short circuit them as well.
The Shift Hunters are tamed beasts, similar to those that were seen in the Luceti Valley event. They will not attack unless attacked first (or their accompanying droids are attacked). These vicious creatures attack swiftly and possess a rapid regeneration ability. The only way to permanently kill them is to behead them.
A small minority of the upgraded droids (who were responsible for first attacking Bil) will be present as well. These incredibly powerful droids are capable of mimicing the powers of any person previously kidnapped by the Malnosso. They can combine multiple powers and their parts can quickly repair themselves. There is presently no way to permanently defeat them.
These teams of three will be unhampered by the incredibly fierce weather conditions. The Shift Hunters will be hunting by using their natural ability to detect Shifts. The droids themselves can withstand the weather conditions and have no negative impacts to their mobility or sensors. Not only will they be attracted to Bil and his decoys, but filial magic and people suffering from lingering kidnapping effects will stick out to them as well. They are here to conduct a raid, but they are not here to kill. Anyone who hampers their progress will be attacked and although it is a possibility for characters to be fatally injured, the droids and beasts are instructed to disable resistance and avoid unnecessary death.
As for the decoys, all of them will inevitably be collected. They will be disabled and taken into custody, as they would during any normal kidnapping. This will remove them from the enclosure until the 23rd.
June 22nd - The droids will continue their search until 2AM. If Bil has been properly hidden, then he will remain in Luceti unharmed. However the weather conditions will continue until 11PM. This weather is EXTREMELY powerful and there is a high risk of buildings being damaged or outright destroyed. This is at the discretion of the players who have characters who live in the houses or run the shops. This will be important later in regards to repairs.
June 23rd - In the village, the storm has diminished to light rain. The village will be damaged and some people may be in need of aid. However, the decoys will have something else to deal with...
In a Malnosso Facility (very similar to the Infiltration Plot two years ago), the decoys will wake up. Thanks to John, they were less affected by the compound the droids used to disable them. Not only that, but they'll be in full possession of their powers. What does this mean? They'll be able to escape their cells.
What then? Well, that's up to the individual characters. They can attempt to free kidnapped characters from other enclosures, attempt to destroy as much as they can, attack the scientists and guards, seize valuable information, or flee to the outside world. However, while they will have opportunities to try all of the above with limited success, ULTIMATELY they will be detained by the new droids through whatever measures are necessary. Once contained, they will be returned to Luceti (most likely heavily injured) the following morning on the 24th.
However, we ask that there be no more than ten decoys in all. If there is over ten decoys volunteered, then we'll randomly select ten. Those that are not chosen will simply be missed by the droids (or their disguise will be seen through) during their search of Luceti and not captured. Whatever the decoys attempt to do in the Malnosso facility, we'll help you figure out what they can do or discover, but most of it will be handwaved or be threaded among yourselves.
One probable outcome due to the struggle that will ensue in the facility is damaging the machinery responsible for automating the automatic repairs in Luceti. Consequently, for the week following the hurricane, the buildings may not self-repair. Therefor it will be up to people in Luceti to make these repairs themselves or to simply wait for the self-repair Shifts to activate.
Remember, the characters have no idea they will get a chance to run free in a Malnosso facility. So plan accordingly and smartly!
Please put questions in the MOD QUESTIONS thread. If you want your character to be used as a decoy, note that in the DECOY SIGNUP thread. The rest of this post can be used for discussion!

The Plan(?)
1) Bil was originally in the Dome
2) Law and co visibly "relocate" him someone in the village (a lie)
3) Law and co actually relocate him somewhere else for a moment (Community Building 5)
4) Bil is relocated somewhere else (Nami's cottage out in the Mikan Orchard) with Scorp's stolen generator to give it power. Law goes with, and Itachi impersonates Law at the Dome clinic.
5) Decoys: One of them in the Med Center, possibly one in C5 (to be defended), possibly one at the location he was "moved" to
So that's the working plan us plotting fellows came up with. We're obviously option to any complaints, concerns, modifications, suggestions, etc because it does concern the whole community.

I could backtag the town meeting perhaps???

I put up some more detailed plans here, check the bottom comment. Do you have any preferences for who she works with, or where?

Doctors and Locations
Offhand the ones we think we know so far are: Shikamaru at the Battle Dome's Clinic (location doesn't require a doctor) and Lupin at Community Building 5. If any of you volunteers have any locations you'd like your decoying to take place or if any healers in town want to volunteer for stationing there sign on!
...I imagine all of this will be coordinated after the draft starts or something in a LucetiLocked post? Or something? Idek. Details are fuzzy on the IC side let's just figure out for plotting stuff.

She'll bring that up with Law at the very least while at the cottage.

This guy right here is one of Nami's crewmates as well as a doctor. He'd prefer to go along with Nami to the orchard, just to keep an eye on her and assist with taking care of Bil if needed. Since Law's there, having an extra doctor around might be a bit redundant, but it probably couldn't hurt, either! Also of note is that since he's Nami's crewmate, accompanying her to the orchard in such dangerous weather isn't suspicious in the least (and might be even less suspicious than if she went alone [assuming we're hiding the fact that Law went]).
If he's denied for that, though, he would certainly volunteer instead to be one of the doctors accompanying the decoys. Although he'd prefer to stay with Nami and the real Bil, he'd be ready to go wherever he's needed.

And it would also reassure the other SHs too, and yes, be more plausible.
And Chopper and Law working in tagteam is canon and this should happen for that reason toono subject
Chopper-Law tagteam is the best tagteamThat works, then! |Db
The Details
We have the real Bil, and four decoys (so far). This means five locations are needed: three are already set, and two to be decided. In addition to needing a couple more medics, and maybe another telepath.
I'm going to post what we have so far in the comment below this, but go ahead and respond to this one if you want to join in and plot with other people.
There's other ways to get involved too! The Battle Dome has the Blue Rogues and other fighters in place, but the other locations could use some discreet security too. And on top of that, there was talk of other distractions within the village, such as small groups using Filial magic to falsely lure Shift Hunters. Sona and Kippin would be a good cover, with the weather. Throw other suggestions if you have them!
Don't respond for editting purposes:
- Bil
- Medic: Law
- Telepath: Luke Skywalker (who needs to speak with all telepaths before this goes down!)
Others: Chopper, Nami
Defense: Sabriel to draw off attention of Shift Hunters, fighters n standby from the village
Notes: being powered by Scorp's generator; extra security should wait for Nami's call instead of being on site. Half of said security should actually save the trees to make it look legit. If Bil comes close to getting caught, Nami will escape with him on Biri.
Location: Community Building 5
- Decoy: Lupin
- Medic: Willock
- Telepath: Anakin
Notes: this is a location the real Bil was actually at before going to the cottage and may draw extra attention since the building is bugged by Malnosso; extra security might be nice?
Location: Battle Dome Clinic
- Decoy: Shikamaru
- Medic: "Law" (Itachi in disguise)
- Telepath: Ino
Others: Silver? Masaomi and Linda?
Defense: Blue Rogues stationed outside (maybe some inside too)
Notes: one of the places purposefully trying to draw attention; plan is to have fighters inside and out in case the Dome is locked down by the Malnosso
Location: Law's submarine
- Decoy: Sheena
- Medic: not needed
- Telepath: Willow or ???
Notes: being the furthest out, this decoy will likely be the last to be picked up, and thus does not need a medic to complete the ruse. Telepath def. needed however. Law may be able to teleport out here?
Location: Mountains
- Decoy: Lestrade
- Medic: Raine
- Telepath: Willow or ???
Notes: a hideout somewhere near the hot springs; extra security could be kept at the hot springs
Other
- Filial magic distractions
Volunteers: To be added
Re: The Details
But yeah, Ryoji can take out the droids easy with electricity spells and is otherwise pretty powerful and durable, so please feel free to stick him wherever would be most appropriate (he's very amenable). He lacks Filial magic and he can be discreet because most of the time he looks like a teenage kid with an obnoxious scarf...
ETA: Ryoji can project around himself a barrier that at full power levels would 100% reflect everything thrown at it. Obviously it's diminished here, but if that affects where you want him...

Re: The Details
As for other things, she is part of the Blue Rogues, so she may be either set along with the group, or be part of those protecting Bil along with Trafalgar Law and Luke Skywalker.
no subject
Would she be able to set it up and leave it, or is that something she'd need to stay in one spot to maintain?
no subject
It'd need a laptop and a few resources to set up, but she could try it. The disadvantage would be in that the fake signal wouldn't be mobile, so things would probably seem off to the Malnosso the moment they noisily approach without a single hint of mobility.
