Meanwhile in Luceti
Now we get down to the details of what will go down in the village. This is not entirely finalized stuff, because it is somewhat reactive to what's being plotted by characters. But we'll go through a run down of how things will probably go. This only concerns things in the village during the draft. So if you don't have any characters in the village for this, feel free to disregard.
So far the plan we've seen, thanks to the town meeting is to use decoys of Bil. John will be providing a Shift that will temporarily nullify barcode signals, while also making the decoys produce a Shift that will attract Shift Hunters. It will be up to the individual abilities of the people in Luceti to make these decoys look like Bil himself. Once that part of the plan is in motion...
June 19th - The draftees will all be gone by 9AM. Around then is when the rain will pick up. Steady rain in the evening. Nothing too exciting here.
June 20th - Thunderstorms rattle Luceti. The clouds are very clearly blocking in Luceti, so don't expect to see an inch of sunlight until this is all over.
June 21st - Torrential rain, heavy wind (between 34 knots (39 mph) and 64 knots (74 mph)), thunderstorms throughout the day. At 10PM, droids and Shift Hunters will begin to emerge from the mountains and forests. They will operate in parties of three - two droids and one Shift Hunter.

These droids just want Bil. Please cooperate!
The majority of these droids will be the original model, responsible for kidnapping. They are tough and quick machines, capable of calculating and reacting to the actions of their opponents. They possess no special abilities, save for greater than human strength and speed, as well as chemical agents to disable their victims. Although difficult to beat because of their superior combat skills, extremely powerful blows can damage them. A sufficiently powerful electrical charge can short circuit them as well.
The Shift Hunters are tamed beasts, similar to those that were seen in the Luceti Valley event. They will not attack unless attacked first (or their accompanying droids are attacked). These vicious creatures attack swiftly and possess a rapid regeneration ability. The only way to permanently kill them is to behead them.
A small minority of the upgraded droids (who were responsible for first attacking Bil) will be present as well. These incredibly powerful droids are capable of mimicing the powers of any person previously kidnapped by the Malnosso. They can combine multiple powers and their parts can quickly repair themselves. There is presently no way to permanently defeat them.
These teams of three will be unhampered by the incredibly fierce weather conditions. The Shift Hunters will be hunting by using their natural ability to detect Shifts. The droids themselves can withstand the weather conditions and have no negative impacts to their mobility or sensors. Not only will they be attracted to Bil and his decoys, but filial magic and people suffering from lingering kidnapping effects will stick out to them as well. They are here to conduct a raid, but they are not here to kill. Anyone who hampers their progress will be attacked and although it is a possibility for characters to be fatally injured, the droids and beasts are instructed to disable resistance and avoid unnecessary death.
As for the decoys, all of them will inevitably be collected. They will be disabled and taken into custody, as they would during any normal kidnapping. This will remove them from the enclosure until the 23rd.
June 22nd - The droids will continue their search until 2AM. If Bil has been properly hidden, then he will remain in Luceti unharmed. However the weather conditions will continue until 11PM. This weather is EXTREMELY powerful and there is a high risk of buildings being damaged or outright destroyed. This is at the discretion of the players who have characters who live in the houses or run the shops. This will be important later in regards to repairs.
June 23rd - In the village, the storm has diminished to light rain. The village will be damaged and some people may be in need of aid. However, the decoys will have something else to deal with...
In a Malnosso Facility (very similar to the Infiltration Plot two years ago), the decoys will wake up. Thanks to John, they were less affected by the compound the droids used to disable them. Not only that, but they'll be in full possession of their powers. What does this mean? They'll be able to escape their cells.
What then? Well, that's up to the individual characters. They can attempt to free kidnapped characters from other enclosures, attempt to destroy as much as they can, attack the scientists and guards, seize valuable information, or flee to the outside world. However, while they will have opportunities to try all of the above with limited success, ULTIMATELY they will be detained by the new droids through whatever measures are necessary. Once contained, they will be returned to Luceti (most likely heavily injured) the following morning on the 24th.
However, we ask that there be no more than ten decoys in all. If there is over ten decoys volunteered, then we'll randomly select ten. Those that are not chosen will simply be missed by the droids (or their disguise will be seen through) during their search of Luceti and not captured. Whatever the decoys attempt to do in the Malnosso facility, we'll help you figure out what they can do or discover, but most of it will be handwaved or be threaded among yourselves.
One probable outcome due to the struggle that will ensue in the facility is damaging the machinery responsible for automating the automatic repairs in Luceti. Consequently, for the week following the hurricane, the buildings may not self-repair. Therefor it will be up to people in Luceti to make these repairs themselves or to simply wait for the self-repair Shifts to activate.
Remember, the characters have no idea they will get a chance to run free in a Malnosso facility. So plan accordingly and smartly!
Please put questions in the MOD QUESTIONS thread. If you want your character to be used as a decoy, note that in the DECOY SIGNUP thread. The rest of this post can be used for discussion!

MOD QUESTIONS

Because I'd be happy to offer Vash up as being "rescued", but it seems like the decoys could get some interesting info from NPCs from other enclosures if how I'm reading it is correct.

John won't mask the bar code signals until after the draftees are gone, right? Because once news of the draft hit, it would be suspicious if half the village went out like that (plus some of the original decoys themselves could've been drafted).
Tl;dr - the plan is probably not a go until the draftees are gone, yes?

The Plan(?)
1) Bil was originally in the Dome
2) Law and co visibly "relocate" him someone in the village (a lie)
3) Law and co actually relocate him somewhere else for a moment (Community Building 5)
4) Bil is relocated somewhere else (Nami's cottage out in the Mikan Orchard) with Scorp's stolen generator to give it power. Law goes with, and Itachi impersonates Law at the Dome clinic.
5) Decoys: One of them in the Med Center, possibly one in C5 (to be defended), possibly one at the location he was "moved" to
So that's the working plan us plotting fellows came up with. We're obviously option to any complaints, concerns, modifications, suggestions, etc because it does concern the whole community.

Debris-Clearing Crew?
... Because of these things, I think she would be very uniquely suited to clearing out debris in the flooded areas of Luceti. If buildings are about to fall, she could save someone's life by temporarily freezing something in place with her Ice Eggs, and she can send her Clockwork Kazooie bombs into small spaces to retrieve necessarily items before exploding them somewhere harmless.
So! I ask you, good people of Luceti - are there any areas that people would like a debris-clearing breegull operating? Is there some kind of united force for cleaning the village up during the flood?
Additionally, anybody who wants to be rescued/defended by/do whatever with Kazooie is totally welcome to ping me here!
Flooding plottans!
Similarly, anyone else wanting to plot out flooded housing can comment here too!
Re: Flooding plottans!
Oh, you CH 5 too? Hi, your character probably hates mine for being so loud.

Also I guess if anyone needs help with fallen trees/debris/damaged buildings he'll help with that too. He's going to die on the night of the 22nd though protecting Rue from a collapsing building. So his barriers are gonna be down for another week after that. >__>
Plotty things?
Isaac: He'll be fighting mercilessly and sadistically - it's his thing as a
n adrenaline junkieDevil Forgemaster and a former general of Lord Dracula. He's not a team player, preferring to work with the creatures he summons. But hey, he won't be the only one fighting when shit hits the fan in the village. He has a few neat little tricks up his sleeve he plans on using in his best efforts to destroy the threat. And knowing him, he'll laugh while doing it. (He'll probably also laugh when he's bleeding. :I)]*Edit:* Bil is being transported through this event. I brought this up on plurk, but Isaac can teleport. There is no canon proof for or against this, but it seems possible that MAYBE he could transport Bil someplace with him with an effort. He won't kill him, no worries - Isaac can be very cruel, but Bil's valuable to them right now.

Mac: This guy's good for trying to direct people to safe places other people set up, as well as debris clean up after the craziness, especially. His gloves wouldn't be tough enough for him to deal a very powerful blow to the droids, so if he HAS to fight because someone is cornered and needs help, he'll smack 'em with a piece of wood or throw bricks (maybe if someone could create some gloves for battling purposes, one day... D8). So while he's not half as strong as Isaac in this situation, Mac's got excellent reflexes and evasive skills that'll help him greatly.

Sadly, Bil has a shift on him wherein powers don't work within six inches of him or something to that expect, so apparently teleportation doesn't work on him,

Plot things!
There's a really good chance this place is gonna get all torn up even without the droids doing their searching. That weather is dangerous! Once it starts to subside, though, Nephry is going to put together a group of people who are able to go around and clear paths and get any imperiled people to safety.
She is going to need help. Help organizing, help actually doing the stuff, help keeping the Non-Drafted Shounen Hero Brigade (not to be confused with the SOS Brigade) from running off into the hurricane and getting themselves wet.
There'll be a post with a more specific plan and the group can definitely stay together after the event and keep clearing things out, particularly if the auto-repair shifts stop working for a while.
So! Those of you left in the village for this, it takes all types - so don't think that if you play a noncombatant or a scrawny kid or a silent shadowstalker that yours couldn't help out! If you'd like a more detailed outlining of what I'd thought of so far, I will happily stick one in as a reply, with map and everything. Right now I just want to hear from characters who'd help out, particularly if they'd want an in-charge role (like being the head person of a group assigned to check through, for example, the plaza area for any stuck or stranded residents).
Thoughts?

Astronomy and death
1. Don's housemates are getting drafted. He is not too happy about this.
2. On June 20, Don will be sitting in his solstice viewer. Obviously, because of the rainy conditions, it won't work, but he'll be there anyway. Feel free to come by, to sympathize, hope for a break in the weather, or mock his failure.
3. On the 21st, Don will get killed in the flooding. My tentative plan, because I love irony, is for his solstice viewer to blow away, hit its creator, and pin him underwater. Turtles can hold their breath a long time but they do drown eventually. This probably won't be threaded, because with all you magic-having people running around, I can think of a realistic way for Don to not get rescued in time if someone knows he's trapped. People can notice him missing afterwards, but it won't be clear at first whether he's dead or just lost in the confusion.
Don won't be resurrected until July 7 or so, because I'm on hiatus the week before that. (From the 21st through July 1 I will be around and backtagging.) A penalty has been approved and I will have a reference post for it as soon as I finalize details with my castmates.

Pretty much? She's made searching her apartment as easy as possible if/when the
Peacekeepersdroids come. If there's flooding or the risk of flooding, she can be convinced to leave almost everything behind. The sword and knifes will come with her, and she'll grab a picture. But everything else? She'll consider totally expendable.Hollom will be sequestered in House 7, much, much more shaken by the storm than by the droids, really. Because... well... He has bad, bad memories associated with the last vicious storm he saw.
(Sherlock and Moran are being drafted, and Horatio will be at sea. So that's all for this!)

There's no plans thus far on anything actually happening to the house, but I imagine there will likely be some heavy damage to the yard at the very least. ): So he'll be cleaning up and replacing food supplies by the time the weather calms down.
no subject
Seriously, though, he wouldn't let him clean up by himself! Technically, he could also fix up some of the damage with magic, but I could hold off on that if you'd rather work Walter harder instead, haha.
no subject
While all of this is going on, Kairi, who's experienced crazy weather and kind of knows it's a Bad Idea to run right out and try to stop the flooding. HOWEVER once the storm settles she'll definitely be out and about helping where she can to clear up everything afterward. However she's also willing to help out on the combatant side with the Keyblade if need be.
BASICALLY I have the loosest of loose plans for her. Y e p. But she will be around.

Injuries?

Since he's going to be in the village clinic after the whole decoy debacle anyway, wanted to give you a heads up that the northeastish area of the village is going to be directed to go to the plaza clinic with any injured persons they might have rescued from the storm damage. If you are not cool with this or want to create specifics, just wave around!

Plotting
As for weather, if things get bad, she will be out and about to help pull people out of the way of harm and to help put buildings back together. Super-strength might come in handy for getting people to safety.
Booth will be going with the Britannia. If their most vulnerable people (and Brennan) are going to be in one place, he'll play protector. Plus, FBI sniper in a crow's nest. That's just cool.
no subject
Archie will be on board the Britannia and Gregor will be drafted.
Plotting
James will be playing scavenger during the raid on the village, under the guise of 'debris cleaner' he'll be collecting droid parts for his nefarious schemes. Want to catch him and ask what he's up to? Or join in and take your share? Lets do it.

Daisy still wants to help in any way possible: She can give the keys to her apartment to Adell, Law, Luke, Lupin, or any friend of hers, and use whatever they deem necessary. Weapons, munitions, her "project"...
She has the idea of using her other suit -the ODST suit of armor- to produce a fake radio signal to create another decoy - a false signal and bogus communications, in case the Malnosso are tapping into the radio signals just as well.

For anyone in need of a flood rescue, or a relocation to high ground. (Yes, I know I'm the slowest)
For reference, the three pokemon he'll be using are Mimi the milotic (pink seasnake), Zuzu the swampert (giant blue mudpuppy), and Sapphire's tropius named Pilo (... flying banana tree dinosaur). Zuzu can detect the vibrations given by living things even if they're trapped under debris if need be. Mimi is very long and can carry quite a few people. Pilo
will provide snacks of delicious neckbananasis a flying type, and can reach places that Zuzu and Mimi can'tand can also provide food rations in the form of neckbananas. Also, at some point he's going to help Silver seal up House 11 with a wall of ice to protect it from water damage. Dunno' if that's going to be relevant to any of you, but I thought I'd point it out just in case.
